To all readers and their attorneys of record:
PLEASE TAKE NOTICE that Carter J. Lelash (“Movant”), a History and Business Economics student at the University of California, San Diego, hereby moves for the reader's consideration of his writing on state politics, law, and the history behind both.
This motion is based on this Notice, the Memorandum of Points and Authorities below, the Declaration of Carter J. Lelash, the exhibits filed herewith (Exhibit A, his writing, and Exhibit B, his résumé), and such further argument as may be presented on Substack.
Memorandum of points and authorities
I. INTRODUCTION
Movant is a History and Business Economics student at UC San Diego, focused on law and international trade, who writes about state politics, law, and the history behind both. He does not claim to be an expert. He claims curiosity and a willingness to read the footnotes, and asks that his work be judged on that basis.
II. STATEMENT OF FACTS
Movant is pursuing a B.A. in History and a B.S. in Business Economics at the University of California, San Diego, with minors in Law and Society and Accounting, and expects to graduate in June 2028. (Decl. ¶ 1.)
His coursework and writing center on business law, administrative law, antitrust, and domestic economic policy, and on the legal and economic history behind them. He is writing an honors thesis titled Pittsburgh in the merger era, 1890–1910. (Decl. ¶ 2.)
He writes for Prospect Journal and The UCSD Guardian, and the full record of his writing is attached as Exhibit A. (Decl. ¶ 3.) What he is working on now is described in his declaration. (Decl. ¶ 4.)
III. ARGUMENT
A. Movant's writing merits review.
Movant has published 17 pieces of writing: 5 pieces of journalistic writing for The UCSD Guardian and 12 essays written for courses at UC San Diego. Representative examples include:
- AS election debates: Candidates talk student life and administration, The UCSD Guardian (April 13, 2026) (Exhibit A-15).
- Rady Children’s Hospital to continue providing gender-affirming care, per CA judge’s orders, The UCSD Guardian (March 2, 2026) (Exhibit A-12).
- Vandals target new Balboa Park parking meters, The UCSD Guardian (January 12, 2026) (Exhibit A-8).
The complete record appears at Exhibit A.
B. Movant's qualifications support the motion.
Alongside his studies, Movant served as a legislative intern in a county supervisor's office, where he drafted more than 200 proclamations. (Exhibit B.) His honors thesis follows how the era of great corporate mergers played out in the politics and economy of Pittsburgh, joining his interests in law, economics, and history in a single project.
C. Other matters: sports and business law.
Movant is particularly interested in where sports and business law meet: the contracts, ownership, labor relations, and regulation that shape how professional teams and leagues operate. It is a field that draws on each part of his training, from economics and accounting to law and history.
IV. CONCLUSION
For the foregoing reasons, Movant respectfully requests that the reader subscribe on Substack, where new pieces go out first, and direct any inquiries, or any arguments that Movant got something wrong, to lelashcarter@gmail.com or LinkedIn.
